PAL Airlines charges a cancellation fee of USD 200 for both non-refundable and refundable tickets.
As per Philippine Airlines Cancellation Policy If a passenger cancels a ticket after the risk-free period, a fee of $100 to $500 will be levied.
Assuming the ticket is canceled within 24 hours of scheduled departure, you will be charged between $100 and $400.

The flight change varies according to the passenger's flight type and also the distance covered by that flight.
If travelers want to make changes after check-in then according to azul airlines change flight policy, they cannot make changes. They have to cancel their flight tickets and rebook for that.
If the passengers make changes in the flight due to any severe illness, then they do not have to pay the flight change fee, but they have to submit the doctors issued documents to the Airlines.
